On a very stormy day at the end of the 20th year of Meiji, Lord Ito came to Shunpanro on a day when there was no fishing at all.
The proprietress, annoyed, was prepared to take revenge on him and served him the forbidden fuku dish.
Hideyoshi Toyotomi's decree forbidding the consumption of fugu continued until that time, and the decree of 1882, "The crime of being an offender against the law shall be dealt with immediately", also stated that the reason is that the decree strictly stipulated that "eating fugu is punishable by imprisonment and a fine" in 1882.

Shunpanro in Shimonoseki, Yamaguchi Prefecture, was founded in 1888, the first restaurant in Japan to be officially licensed to serve fugu (blowfish) cuisine was opened in 1888 by the first Prime Minister, Ito Hirobumi. Kobayashi Issa also praised fugu.

Highlights
In 1888, the first Prime Minister, Hirobumi Ito, granted the honour of being the first restaurant to be officially licensed to serve fugu (blowfish), and it has been more than 120 years since then. The hotel is a kappo-ryokan in Shimonoseki, overlooking the Kanmon Straits, a place of many historical changes.
On the top floor is a recreation of the Emperor's Room, where Emperor Showa and His Majesty the Emperor's Palace once stayed. The view of the Kanmon Straits allows guests to fully enjoy the beautiful scenery that is unique to this area.
At Shunpanro, fresh, high-quality blowfish landed from Karato Market are carefully selected by skilled artisans and prepared to the highest standards of chewiness and flavour.
