with 1h we can have a sight seeing tour around the mountain to see Pena Palace, Moorish Castle and Natiocnal Palace of Sintra from the outside.

If you can spend more time you can choose one palace to visit inside.

This tour will finish at the historic center, about 10min walking from the train station.
