Visit Umeda Sky Building’s Kuchu Teien Observatory in Osaka Umeda. This observatory spans three levels: the 39th, 40th, and the rooftop. Take a ride on the glass-walled escalator from the 35th to the 39th floor, a popular location for photos.
On the 40th floor, find an indoor observation area with a 35-meter-long glass counter. Enjoy a cafe while looking out at the sky. The 360-degree open-air rooftop offers views of the city at all times and in all seasons.

Nice scenery to view whole Osaka and a place for coffee, ice cream to relax and chats.

Great view of downtown Osaka
Price is reasonable but I don't think it's worth the long walk there from the train station.
Unfortunately went on a very wet day so was difficult to get to in the rain from the station with 2 young children. 360 view at the top but hindered by the rain. Expect it will be great at night with city lights, left just as the sun was setting.
